You will be able to feel the blade dragging and resisting as you draw the knife over what it is you are trying to cut. With a new blade, there should not be any resistance at all.
This is something that will become easier to assess with experience.
If you are cutting around waterslide decals, I would suggest a new sharp blade every time to avoid tearing and try not to push too hard when cutting as this will lead to premature blunting of the blade.
