Photoetched parts are small parts made of metal, manufactured using the photo etching technique. This technique allows very fine and intricate parts to be created. Typical examples are seat belts, buckles, mudguards, rivets, handles, handrails, etc.
So the main advantage is the availability of tiny and very well-detailed parts to enhance your models. The fact they are made of metal means they are quite sturdy as well.
The downside is they can be very fiddly to work with and may not really improve the model unless you have enough experience to do them justice.
